FIR LODGED UNDER the PRE-NATAL DIAGNOSTIC TECHNIQUES ACT (PC-PNDT) 1994 WHICH BANS SEX DETERMINATION & PRE IMPLANTATION OF MALE CHILD
HISAR /CHANDIGARH/NEW DELHI June 26, 2016 Hisar Police last evening lodged an FIR (FIR no 560 dated 25/6/2016, copy of FIR attached) against a couple from Delhi seeking service of a well known IVF Hisar clinic National Fertility centre for pre implantation of male boy .
This is first ever FIR Lodged in the country against a service seeker Under the PRE-NATAL DIAGNOSTIC TECHNIQUES ACT (PC-PNDT) 1994. As per the Act pre determination of sex is strictly prohibited and is considered an offence .It carries strict penalties against clinic or medical practitioner carrying out act of sex determination,plantation of male child or female foeticide.
Dr Anurag Nishnoi , eminent Embryologist and Owner of National Fertility Centre, Hisar, today taking brave initiative under ‘Beti Bachao-Beti Padao’ campaign lodged a police complaint against a couple seeking illegal sex determination and pre plantation of baby boy from his clinic. The couple has two daughter’s earlier .
A man presenting himself as Mr.Aryan H/o Mrs. Sharda from Delhi came to our hospital on 25/6/16. He deposited Rs.100/- at hospital counter. He met Dr.Anurag Bishnoi and expressed his desire that he wants a male baby through modern technique of PGD. He had searched internet and come to know about Pre-implantation genetic diagnosis (PGD) through which sex selection can be done.
He had no referral slip of any doctor. His motive was clear that he wants sex selection. He had also mentioned Thailand where PGD is available. Our doctor was disturbed and contacted local police for action against his own client. Police investigated the case and nabbed the patient.
This is for the first time in country that a doctor has complained and demanded strict action against the patient who intends to undergo PGD and sex selection.
Our centre has a very good image and it is the first IVF centre of Haryana. Since last fifteen years we have seen these techniques evolving, practiced them nicely, gave good results but never indulged in violation of PCPNDT.
Even giving advice and seeking advice for prenatal sex selection techniques is illegal (Chapter III PCPNDT act 1996) and all doctors should know about this. We fully support the Government and at National Fertility Centre we will do our best to save the girl child.
